Manager – Regulatory Affairs & Quality Assurance

Responsibilities:

Quality Assurance

  • Provide advice and support in the areas of educational quality assurances and its processes; Support the development and implementation of academic quality performance indicators and the monitoring mechanisms for the advancement of academic standard
  • Manage or coordinate the internal audit, as well as institutional and academic performance audit by the external bodies
  • Manage the development, implementation and enhancement of academic and non-academic standard, policy and procedure

Regulatory Affairs & Compliance with Government
  • Ensure compliance of University and government regulatory requirements, related policies and business rules
  • Effectively collaborate and liaise with Head of Schools/Deans, Ministry of Higher Education (MOHE) and Malaysian Qualifications Agency (MQA) towards ensuring compliance of regulatory requirements, related policies and business rules
  • Manage the institution's benchmarking activities
  • Overall responsible for the Institution license and academic programmes approval from MOHE and MQA
  • Responsible for the accreditation of academic programmes from MQA
  • Oversee and monitor the Regulations and policies of MOHE and MQA on approval and accreditation:
    • Liaise with MOHE on policies and guidelines for application of institution license approval and re-approval.
    • Liaise with MOHE and MQA on new guidelines for programme approval, re-approval and accreditation.
    • Advise the Management on requirements of MOHE, MQA and KDN with regards to licensing, approval and accreditation of academic programmes and intake of foreign students
    • Provide advice to all departments (Academic & Admin) on the current regulations and policies set by MOHE and MQA
    • Liaise with MQA on information regarding:
      • Foreign & local entry qualifications
      • Lecturers' qualifications

Application of approvals
  • Responsible for the application for approval and re-approval from MOHE for new and existing programmes
    • Assist DVC (Academic Affairs), Deans and Heads of Departments in the development of new and existing academic programmes
    • Application for change of entry requirement

  • Responsible for the application for accreditation from MQA for all existing programmes
    • Coordinate accreditation assessment visit from MQA
    • Liaise with Deans of Schools and Heads of Departments (academic & admin) to prepare documentations for academic programme accreditation submissions
    • Collaborate with Deans of Schools and Heads of Departments in preparing assessment visit from MQA
    • Application for change of curriculum

Maintenance of academic data
  • Responsible for systemically collecting, documenting, recording and filing all relevant information pertaining to regulatory and rating requirements; MOHE's approval letter for courses, MQA certificates for courses, and data on research.
  • Programme and accreditation approval & expiry dates
  • Application schedule for accreditation and re-approval
  • Approved programme structures, course code and course outlines
  • Entry requirements – approved version from MQA
  • Entry requirements – for foreign students as approved by Senate
  • Academic Programme Regulations
  • Assessment Regulations
  • MQA guidelines
  • Maintain record summary of MOUs with partner universities

Staff Management
  • Provide leadership and guidance to academic staff to ensure compliance with the University, campus and government rules, regulations and policies in relation to education quality assurance and processes
  • Provide regular reports and updates to the senior management team as and when requested
  • Manage and ensure the appropriateness of resources including annual budget and staff management

Requirements:

  • A Bachelor's or Master's degree with at least 5 years relevant experience in a an University environment, especially in respect of government and university approvals and accreditation
  • Possess a good knowledge in Malaysian government regulations pertaining to Private
  • Higher Education Institutions Act (Act 555) and Malaysian Qualifications Framework, including curriculum design, assessment, programme monitoring and review etc.
  • Highly developed conceptual, analytical and problem-solving skills including the ability to obtain and interpret information and make specific recommendations based on sound judgements
  • Demonstrated high level management and planning skills
  • Excellent written, oral and interpersonal communication skills in both English and Malay, including the ability to prepare clear and concise reports, plans, submissions and complex correspondence
  • Demonstrate effective and influencing interpersonal, written and oral communication skills including the ability to liaise, negotiate and influence at all level and to deal with internal and external parties
  • Exhibit a highly professional, team work approach in working closely and collaboratively with other staff members in the department, management and academic staff.
  • Proficient computer literacy skills in Microsoft Office applications
